As one of the "top ten" key projects in Shanghai during the 13th Five Year Plan period, the second phase of Shanghai Laogang Renewable Energy Utilization Center has been put into operation. After completion and operation, the first and second phase projects of Shanghai Laogang renewable energy utilization center will incinerate 3 million tons / year of domestic waste, accounting for about 1 / 2 of the total amount of garbage generated by Shanghai residents. The incineration power generation will reach 900 million kwh per year, making it the largest garbage incineration plant in the world.

The second phase project of Shanghai Laogang renewable energy utilization center is a modern incineration plant of Laogang solid waste base to realize waste recycling, reduction and harmlessness, with a scale of 6000 T / D, equipped with 8 750 T / d mechanical grate furnace incineration lines and 3 sets of 50 MW Condensing Steam turbine generator units. 

The municipal solid waste mainly includes incineration, composting and landfill. Compared with the other two methods, waste incineration not only saves land, but also improves the utilization rate of waste resources. The flue gas purification system of Shanghai Laogang renewable energy utilization center phase II adopts the combined process of "SNCR (selective non catalytic reduction denitration) + desuperheating tower + dry method + activated carbon adsorption + bag dust removal + wet process + flue gas reheating + SCR (selective catalytic reduction denitration)", the flue gas emission strictly meets the national standard and EU 2000 standard, and even can reach the ultra net emission after natural gas combustion Standards.

Waste incineration power generation not only produces "environmental benefits", but also "energy benefits", effectively controls the secondary pollution of domestic waste and greatly improves the living environment. "In general, a ton of garbage can generate 450 degrees of electricity, and the second phase of Laogang can reach 600 degrees." Wu Yuefeng, deputy director of the major engineering office of Shanghai Laogang solid waste comprehensive development Co., Ltd. and chief engineer of the second phase project of Laogang recycling capacity utilization, said that the use of advanced technology and equipment and the use of purification devices can minimize the environmental pollution caused by the discharged gases and pollutants, and generate a large amount of electric energy while processing garbage.
